Enrolling expat children in a Portuguese school
When school is compulsory, how the online enrollment works, what to do if you arrive in November with no tax number, and how a school decides which grade your child goes into. Checked against the official rules for the 2026/2027 school year.

Enrolling expat children in Portuguese school is simpler than most families expect. Every child aged 6 to 18 living in Portugal must attend school and is guaranteed a place in a public school near home. Enrollment (matrícula) is free, done online on the Portal das Matrículas or in person at the local school group, and a child with school records from abroad can be enrolled at any point in the year if there is room in an existing class.
What takes planning is the calendar (the main windows run April to July), the paperwork for foreign records, and knowing that a missing tax number or residence permit is no reason to keep a child home. How is the Portuguese school system structured?
Portuguese schooling runs in four stages after an optional preschool. The first three together make up basic education (ensino básico), nine years in all; then come three years of secondary (ensino secundário). Grades are counted straight through, 1 to 12, so a Portuguese “7.º ano” is seventh grade.

The ages assume a child who started first grade on time at 6. Secondary includes academic courses and vocational ones (cursos profissionais) that also lead to a 12th-grade diploma.
At what age is school compulsory in Portugal?
From 6 to 18. Under Decreto-Lei n.º 176/2012, children and young people between those ages must be enrolled and attend, and compulsory schooling ends when the student turns 18 or completes secondary school.
- First grade is compulsory for a child who turns 6 by September 15. A child who turns 6 between September 16 and December 31 may also be enrolled, and gets a place if one is free.
- Preschool is optional, from the year the child turns 3 (by December 31). When places are short, 5- and 4-year-olds come first, then children who turn 3 by September 15.
When do you enroll for 2026/2027?
The windows are set every spring by a ministerial order. For 2026/2027 it was Despacho n.º 4472-A/2026, published April 6, 2026:

As of September 2026 those windows have closed. The calendar for 2027/2028 comes in a new despacho, normally published in the spring (this year’s appeared April 6). Two things in the despacho matter most to a family moving in:
- Preschool and 1st grade are ranked in two rounds. Requests in by the June 1 deadline are ranked first; later ones are ranked afterward, for whatever places remain.
- Children with foreign school records are an exception. For basic and secondary education, they can be enrolled outside the normal windows, and acceptance depends only on there being a place in a class that already exists (article 2(8)).
Can you enroll a child in the middle of the school year?
Yes. Once the normal windows close, the guardian (encarregado de educação) goes in person to the administrative office of the school group (agrupamento de escolas) for your area, which registers the request in the system. The DGEstE, which runs the public school network, is explicit that any child of compulsory school age always has a place in a public school in their area of residence or, if that area is full, as close to it as possible. What you do not get mid-year is a choice: you take the place that exists.
When places are contested, schools rank requests by priority: in basic education, special educational needs first, then children already in the school group, siblings, children on school social support (ASE, below) in the area, then other local residents. A new arrival usually lands in the residence tier, so have proof of address ready.
How do you enroll, and what documents do you need?
Online, the guardian logs in to the Portal das Matrículas with a Portuguese Citizen Card (plus a card reader and the PINs), the Chave Móvel Digital, or Portal das Finanças credentials. You list five schools in order of preference (or all of them, where fewer exist). If you cannot apply online, you apply in person at the headquarters school of the agrupamento for your area; check its office hours first.
According to the DGEstE, the enrollment collects:
- A recent color passport-style photo of the child
- The child’s tax number (NIF), if one has been assigned
- The national health service user number, and any health insurance details
- The social security number (NISS), for children receiving child benefit
- The guardian’s identity document, NIF (again, if assigned), contacts, address, date of birth and education level
- Proof of your home address (and work address) if you want them used for priority, and proof of household composition if the guardian is not a parent
- Proof that an equivalence or placement request is under way, for foreign records
What if you don’t have a NIF or residence permit yet?
Enroll anyway. The NIF is asked for only where one exists, and the DGEstE says no other tax data is required. Without online credentials, apply in person.
The law goes further than paperwork. Decreto-Lei n.º 67/2004 created a register of foreign minors in an irregular situation for one purpose only: to guarantee them access to health care and to preschool and school education on the same terms as other children, and it bars the register from being used as evidence against their parents. Decreto-Lei n.º 7/2025 lets undocumented children of any nationality be placed in basic education, as an exceptional measure. And the school social support rules extend help to conditionally enrolled children of families in an irregular situation who can show, with pay slips, that their income qualifies.
How are foreign school records recognized?
There are two routes, and which one applies depends on the grade your child is entering.
Grades 1 to 9: school placement (posicionamento)
Since February 2025, Decreto-Lei n.º 7/2025 lets the school’s own director place a child of compulsory school age with foreign basic-education records, without a formal equivalence. You submit a request to the school you want, with the original documents showing the schooling completed. The school looks at:
- How many school years the child completed successfully abroad
- The idade modal, the usual age for the grade in question (years completed before age 6 do not count)
- Any other assessment information in the child’s file
- Where there are no documents, the child’s skills in Portuguese, a foreign language, and math and science
The school can waive legalization and translation of the documents if it has enough to decide. This route does not cover the certificate for completing 9th grade, and you can still ask for a formal equivalence if you prefer.
Secondary: formal equivalence (equivalência)
For 10th to 12th grade, the older system (Decreto-Lei n.º 227/2005) applies. Per the Direção-Geral da Educação (DGE), the equivalence is free, can be requested at any time of year, and should be requested when you enroll; the reference processing time is 30 days after all documents are in. You need:
- The official application form (the school provides it)
- Official records of the years completed, with grades and the grading scale including the pass mark, legalized by a consulate or with a Hague Apostille
- An official Portuguese translation of anything not in Portuguese
Secondary equivalences come with a grade on the Portuguese 0–20 scale, which later counts toward the final secondary grade used for university access. The student is enrolled conditionally while the process runs and can move up a year as normal. Records from international programs (IB, Cambridge), from foreign schools in Portugal, or from refugees go to the DGE itself rather than the school. Homeschooling abroad is not recognized, and neither are exam-only qualifications such as the GED or Brazil’s ENEM.
Will my child be placed by age or by level?
By completed years of school first, with age as the check. In practice, most children land in the grade their age suggests. The main exception is deliberate: a child can be placed one year below their records, in particular when they enroll partway through the school year, if the guardian agrees in writing. Under the formal equivalence route, the DGE likewise allows enrollment one year lower within the same cycle, on a request justified by difficulty integrating, and the school director decides.
Language is handled separately from grade. A child is not held back for not speaking Portuguese; they join their grade and get Portuguese as a non-native language (PLNM) instead of, or alongside, the regular Portuguese class. What do school meals cost, and what is ASE?
Ação Social Escolar(ASE) is the school support scheme for lower-income families, and its tier follows the family’s child benefit (abono de família) income bracket:

Despacho n.º 8452-A/2015 set the student price of a school cafeteria lunch at €1.46, with a €0.30 surcharge for booking on the day; confirm this year’s price with your school or municipality, which run the meals. ASE also helps with school supplies and, depending on the case, transportation. To get it, you prove your bracket with a document from Social Security, or consent to the Portal das Matrículas checking it directly. ASE also counts as an enrollment priority.
Public, private or international school?
Public schools are free and follow everything above, as do publicly funded private schools with a contrato de associação. Other private and international schools set their own admissions, dates and fees.
Choose with the exit in mind: moving from IB or Cambridge into the Portuguese system, or into a Portuguese university, goes through a DGE equivalence. That is routine, but worth knowing before 10th grade.
A first-two-weeks checklist
- Ask the nearest public school which agrupamento serves your address.
- Gather passports, a photo per child, proof of address, and every school record you have, including the grading scale.
- Enroll, and file the placement or equivalence request at the same time. Apply for NIFs and health numbers in parallel, not first.
- Ask how the school runs PLNM this year, and whether you qualify for ASE.
