Portuguese Bureaucracy Vocabulary: AIMA (Formerly SEF), Finanças and NIF Phrases in European Portuguese

Portuguese Bureaucracy Vocabulary: AIMA (Formerly SEF), Finanças and NIF Phrases in European Portuguese

The Portuguese bureaucracy vocabulary that matters most is a short, learnable set: senha (ticket number), marcação (appointment), NIF (your tax number), comprovativo de morada (proof of address) and a handful of polite phrases like Queria marcar um atendimento (I'd like to book an appointment). Learn those, plus the names of the right offices, and most counters in Lisbon, Porto, the Algarve, Madeira or the Azores stop feeling like a pop quiz. One update first: SEF, the old immigration and borders service, no longer exists. Since October 29, 2023, residency matters belong to AIMA, the Agency for Integration, Migration and Asylum (Wikipedia), while Finanças still handles your NIF, the número de identificação fiscal. You've probably already lived the scene: you pull a senha, watch the screen for forty minutes, reach the desk, and hear something fast that ends in volte amanhã. This guide gives you the words to answer back, politely, in European Portuguese.

What happened to SEF, and who handles residency now?

SEF was replaced in October 2023. AIMA took over immigration and integration matters, border and criminal-investigation work moved to the GNR, PSP and Polícia Judiciária, and passport and residence-permit issuance went to the IRN, the Instituto dos Registos e do Notariado (Wikipedia). So if a neighbor tells you to "go to SEF," they mean AIMA.

Words you'll see on AIMA letters and emails:

  • autorização de residência (residence permit)
  • título de residência (the physical residence card)
  • processo (proo-SEH-soo): your case file
  • pendente (pen-DEN-tuh): pending
  • renovação (reh-noo-vuh-SOWN): renewal

Useful sentences: Estou a tratar da renovação da minha autorização de residência (I'm dealing with renewing my residence permit). Note the estar a + infinitive, which is how European Portuguese says "I'm doing." And: Qual é o ponto de situação do meu processo? (What's the status of my case?)

Patience is part of the vocabulary. The president of AIMA told parliament there were 410,000 pending immigrant cases (Diário de Notícias). Rules and procedures change, so always check AIMA and official government sources before you act.

Which Finanças Portuguese phrases get you through the door?

Finanças (fee-NAN-suss) is the tax authority, and your local Serviço de Finanças is the office where most expat paperwork in Portugal starts.

Words on the signs

  • atendimento (uh-ten-dee-MEN-too): service, the desk where you're seen
  • senha (SEH-nyuh): the numbered ticket
  • balcão (bal-KOWN): counter
  • morada fiscal (moo-RAH-duh fees-KAL): your tax address
  • representante fiscal: fiscal representative
  • Portal das Finanças: the online tax portal

Phrases for the desk

  • Bom dia, queria pedir o NIF. Good morning, I'd like to request a NIF.
  • Tenho marcação às dez. I have an appointment at ten.
  • Queria atualizar a minha morada. I'd like to update my address.
  • Onde é que tiro a senha? Where do I get a ticket?
  • Quem é o último? Who's last in line? (A very Portuguese way to join a queue without a ticket machine.)

At the counter, staff will usually address you formally, as o senhor or a senhora. You can do the same, or simply use the verb without a subject: Pode ajudar-me? (Can you help me?) Notice the pronoun after the verb, the European Portuguese way.

How do you book a NIF appointment in Portuguese?

You can book by phone through the Finanças call center, the Centro de Atendimento Telefónico (CAT), on (+351) 217 206 707, on business days from 9:00 to 19:00 (Portal das Finanças leaflet). The application itself is gratuito, free (gov.pt).

A typical NIF appointment call in Portuguese:

You: Bom dia. Queria marcar um atendimento para pedir o NIF. CAT: Para que serviço de Finanças? You: Para o serviço de Finanças de Faro, se possível. CAT: Tem dia quinta-feira, às onze. You: Perfeito. Que documentos é que preciso de trazer?

What documents do you bring?

According to gov.pt, it depends on your status:

  • Residents in Portugal: an identification document from your country of origin or passport, plus your autorização de residência.
  • Non-residents: an identification document or passport, plus a representante fiscal (an individual or company) residing in Portugal.

Nationality applications are a separate queue at the IRN, and immigrants have reported long delays there too (Público, March 2026).

What do you say when something goes wrong at the counter?

Something will. A missing photocopy, a printer that has given up on life, a form you've never heard of. These phrases keep the conversation going:

  • Desculpe, não percebi. (per-seh-BEE) Sorry, I didn't understand. Percebi is the European form; entendi is what you'd hear in Brazil.
  • Pode falar mais devagar, por favor? Could you speak more slowly, please?
  • Pode repetir? Could you repeat that?
  • Falta algum documento? Is a document missing?
  • Pode escrever, por favor? Could you write it down, please?
  • Pode enviar-me isso por e-mail? Could you email me that?

When you hear "volte amanhã"

Volte amanhã means come back tomorrow, and it isn't personal. Your best reply is a clarifying question:

Staff: Falta o comprovativo de morada. Volte amanhã. You: Está bem. Volto com o comprovativo. Preciso de nova senha ou de marcação? Staff: Basta tirar senha.

Basta means "it's enough to." One word, a lot of relief.

How can you practice pt-PT for bureaucracy before your appointment?

Rehearsal beats improvisation, especially when your heart rate is doing a samba. Read the dialogues above out loud, then change one detail each time: a different office, a different time, a different missing document.

This is also why Pois Pois exists. The course is European Portuguese only, checked on every lesson by a Brazilianism linter, with European voices at real speed, so the Finanças clerk in Porto sounds like the audio you studied. You can type a topic like "the paperwork at Finanças" or "renewing my residence permit" and get a lesson, quiz, dialogue or story about exactly that. Sandra, our AI tutor, explains in English, corrects in European Portuguese and marks your homework answer by answer, so you see which phrase went sideways.

If nationality is on your horizon, the 163 units include a 16-unit CIPLE A2 track and a 12-unit Civics track alongside 135 units from A1 to B2. It's genuine preparation, not a promise of a pass, and you should check the IRN and official sources for current requirements.

Recap and this week's challenge

The essentials:

  • SEF is gone; AIMA handles residency, the IRN issues permits and handles nationality.
  • Finanças issues your NIF, and the application is free.
  • Learn senha, marcação, comprovativo de morada, processo and pendente.
  • Keep Desculpe, não percebi and Pode repetir? ready.

Your challenge: before your next appointment, write your own three-line dialogue in Portuguese and say it out loud twice. Then go collect your senha like a local.

If you'd like structured practice, you can try Pois Pois free for 7 days; the card isn't charged during the trial and you can cancel in two clicks. Or set up the family plan so the whole household learns together at €25/month for up to four people, each with their own level.

Common questions

Does SEF still exist in Portugal?
No. SEF was replaced in October 2023. AIMA, the Agency for Integration, Migration and Asylum, now handles immigration and integration matters. Border and criminal-investigation functions moved to the GNR, PSP and Polícia Judiciária, and passport and residence-permit issuance moved to the IRN. Procedures change, so check AIMA and official government sources before booking anything.
How do I ask for a NIF in European Portuguese?
At the Finanças counter, say "Bom dia, queria pedir o NIF" (Good morning, I'd like to request a NIF). To book by phone, say "Queria marcar um atendimento para pedir o NIF." Then ask "Que documentos é que preciso de trazer?" to confirm what to bring. The NIF application itself is free, according to gov.pt.
How do I book a Finanças appointment for my NIF?
You can call the Finanças telephone service center (CAT) on (+351) 217 206 707, on business days from 9:00 to 19:00, according to an official Portal das Finanças leaflet. Ask for an appointment at your local Serviço de Finanças. Have your passport details ready, and confirm which documents apply to your residency status.
What documents do I need for a NIF in Portugal?
According to gov.pt, residents in Portugal need an identification document from their country of origin or a passport, plus their residence permit. Non-residents need an identification document or passport and a fiscal representative, an individual or company, residing in Portugal. Requirements can change, so confirm with Finanças or the official gov.pt page.
What should I say if I don't understand the clerk?
Say "Desculpe, não percebi" (Sorry, I didn't understand), then "Pode falar mais devagar, por favor?" (Could you speak more slowly?) or "Pode escrever, por favor?" (Could you write it down?). Percebi is the European Portuguese form. Clerks generally appreciate the effort, and asking them to write it down helps with names of forms and documents.
